Project Proposal Guidelines

Undertaking a project in the Nunavik Marine Region? All proponents must have their proposed projects reviewed by the Nunavik Marine Region Planning Commission (NMRPC) to determine if they are to be sent to the Nunavik Marine Region Impact Review Board for impact review screening. 

All projects that fall within the boundaries of the Nunavik Marine Region must be reviewed by the NMRPC before work is started and before any licence or approval can be issued. Project proposals can be submitted using the NMRPC’s Proponent Portal. 

Be sure to: 

  • Provide your project summary in English and Inuktitut. Please take the time required for translation into consideration. The NMRPC will not review a project proposal until the summary has been received in both languages. 
  • Identify any and all required federal or territorial permits or authorizations. You are responsible for evaluating what permits and authorizations may be required and coordinating with the responsible agencies.   
  • Contact Makivvik to determine if your project requires an Entry and Access Permit for Inuit Owned Lands and, if so, obtain a permit via the Land Administration System 
  • Consult the Nunavik Inuit Land Claims Agreement and pay particular attention to Articles 5-7, including Schedule 7-1, and Article 12. 

The NILCA does not prescribe timelines for the NMRPC’s review of project proposals; however, the NMRPC has been operationally working with the following targets: 

  • Time from project proposal submission to initiation of review: ~ 14 days 
  • Time of initiation of review to determination: ~ 14 days 

Review of an application submitted annually for the same activity (i.e. same use, location, timing, etc.) is likely to require less time. The time required for review is heavily dependent on the completeness and accuracy of the project proposal, preparedness of the proponent, and the scale and scope of the proposed project. Other activities and competing priorities of the NMRPC can also influence the timelines for review. 

The NMRPC’s determinations apply to project proposals as submitted. If a proponent makes a material change to their project proposal after it has been reviewed by the NMRPC, the proponent must resubmit the project proposal for a new NMRPC review and determination.
