Nunavik Inuit Land Claims Agreement (NILCA)
The Nunavik Marine Region Planning Commission (NMRPC) was created under the Nunavik Inuit Land Claims Agreement (NILCA), which was signed in December 2006. Prior to the signing, the NILCA was approved by 78% of eligible Nunavik Inuit voters during an October 2006 ratification vote. Following adoption by the Parliament of Canada, the NILCA came into force on July 10, 2008.
The NILCA is a treaty and is constitutionally protected within the meaning of section 35 of the Constitution Act of 1982. The NILCA addresses the use and ownership of lands, waters, wildlife, and resources in the Nunavik Marine Region.
Within the NILCA, Article 6 speaks to the responsibilities of the NMRPC and marine use planning, while Article 7 speaks to impact review.
Nunavik Inuit Land Claims Agreement: Implementation Report, Fiscal Years 2015-2016 to 2020-2021
The Implementation Committee (IC) for the Nunavik Inuit Land Claims Agreement (NILCA) is pleased to present a report on the implementation of the NILCA, as required by Article 23.3.3 (e) of the NILCA. This report covers the period of April 1, 2015 to March 31, 2021, and provides readers with an overview of the NILCA, its funding and the various activities undertaken by the different implementation partners and bodies during the period.

As required by Article 23.3.3 (e) of the Nunavik Inuit Land Claims Agreement (NILCA), the Implementation Committee (IC) is pleased to present its second report on the implementation of the Agreement.
Nunavik Inuit Land Claims Agreement: Report of the Implementation Committee, 2008-2011
The Implementation Committee for the Nunavik Inuit Land Claims Agreement (NILCA) is pleased to present its first implementation report covering the period from July 10, 2008 to March 31, 2011.
The Implementation Committee is also very pleased to report that since the coming into force of the NILCA, all the main elements of this Agreement have been successfully implemented.
2015 Nunavik Inuit Declaration
In March 2015, regional leaders from Nunavik—including representatives of Makivvik—voted to adopt the 2015 Inuit Nunavik Declaration, a blueprint forged through the Parnasimautik consultations initiated in 2013.
The declaration underscores Nunavimmiut’s determination to strengthen and protect their Inuit language, culture, and social structures. Through it, the region commits to improving its socio-economic wellbeing and to progressing toward self‑governance by securing expanded land rights, ensuring sustainable and equitable industrial development, enhancing infrastructure (energy, transportation, and telecommunications), resolving the acute housing shortage, heavily investing in Inuit education, and developing justice and social services adapted to local realities
